The "Deep State" is the proto-government aimed at the creation of a "New World Order" (Novus Ordo Seclorum), a world ruled by one government. This is undoubtedly the organization referred to by President John F. Kennedy in a speech given at the Waldorf Astoria in April 1961:

"For we are opposed around the world by a monolithic and ruthless conspiracy .... a system which has conscripted vast human and material resources into the building of a tightly knit, highly efficient machine that combines military, diplomatic, intelligence, economic, scientific and political operations." Evidence of plans to set up a false flag act of terrorism well before 9/11 can be found in a variety of areas: 1. The Ralph Peters map published by the Council of Foreign Relations (CFR) shows the scheme for redrawing national boundaries in the Middle East (see below) and, when read in conjunction with 2. A Project For A New American Century (also a CFR document) which calls for a "new Pearl Harbour", illustrates the aims of the Council acting as an arm of the Deep State; 3. the unprecedented concentration of media ownership in the United States that took place in the mid-1990s, ended with virtually all the nations print and broadcast media in the hands of five private owners (all of them members of the CFR); 4. The adoption by the Pentagon in 1985 of "fourth generation warfare" as official policy meant that in the future foreign countries could be invaded at will by the US and its allies, using as a pretext the need to assist a rebel group within the target country, a group protesting a harsh and brutal dictator, but in reality a group put together by the intelligence services of the US and its allies.
