Arnold has enough credentials alone to fill a whole web page. Among the most
important are his role as Deputy Director of Counter-terrorism and
Emergency Planning in the U.S. State Department, as well as former
Chair in the Department of International Studies in the National War
College.

Arnold professes not to know who was actually behind the attacks of
September 11 or how they were carried out. Neither he nor any of
his colleagues were ever shown any proof that Al Qaida was involved.
The facts on the ground, he says, “belie the official account.”
